This "recipe" for play dough is from Lisa Knewasser.   
It keeps well when stored in sealed baggies or
containers.  This makes 2 cups, which is enough for
several colors.  
In a small pot mix:
1 c flour
1/2 c salt
1 c water
1 Tbsp oil
2 tsp cream of tartar
Mix well.
Heat all ingredients until they form a ball.
Don't overcook.
Divide into balls & knead in food coloring.
Knead in hands until smooth.
