Start with a piece of wrapping paper or
a page torn from a magazine.  Heavy
papers don't work well.
Fold bottom flush with side.
Cut leftover section off.  This makes the paper
square.
Fold triangle in half forming a smaller triangle.
Open.  Snip top point off.
Flip paper over so crease is on top.  Fold bottom
right edge to crease.
All done.
Place pointer finger where the cut out
notch is.  Place thumb & middle
finger on outside edges.
Place popper over your head.  In one
quick movement, whip the popper in
a downward motion.  It will make a
popping noise.  This is how it will look
after it's been
popped. It might take a
few attempts for it to work well.  
A few simple folds transforms a piece of paper into
a noise maker.
